On guiding Hazardous Waste Management Dossiers Compilation, Registration, Licensing and Code Numbers.Scope and objects of application.1.1. This Circular provides guidance on practice conditions of hazardous waste transport, treatment and disposal; on procedures of dossier compilation, hazardous waste ownership registration, on license issuance to hazardous waste management career, on issuance of hazardous waste management code; responsibilties of State bodies, domestic and foreign entities and individuals (hereinafter referred to as entities and individuals) who are holding production activities, running business or providing services that cause hazardous waste or participating in hazardous waste management in Vietnam territory. 1.2. This Circular is applied to solid, liquid and muddy hazardous waste1.3. This Circular is not applied to radioactive waste; gas and exhaust fume; waste water treated in system, works of waste water treatment of production, business, service factories or production, business, service concentrating site; living waste of households and individuals.
