Promulgating on environmental protection in preparation, review, approval and organization for conducting to strategies, schemes, plans and development projects.Scope of governing 1. This Decree promulgates on environmental protection in preparation, review, approval and organization for conducting to strategies, schemes, plans and development projects. 2. Development strategies governed in this Decree consist of: national and regional socio-economic development strategies; industry and region development strategies on scale of the whole country. 3. Development schemes governed in this Decree consist of regional socio-economic development overall schemes (including special territories and major economic zones); industry and region development strategies on scale of the whole country. 4. Development plans governed in this Decree consist of national, provincial and cities of central socio-economic development plans; industry and region development plans on scale of the whole country. 5. Development programs governed in this Decree consist of socio-economic development programs. 6. Development projects governed in this Decree consist of domestic and foreign investment projects. Projects are required to summit report on environmental impact assessment as stipulated in Decree No. 80/2006/ND-CP issued on August 09th 2006 of Government on detailing and guiding a number clauses of Law on Environmental Protection. Objects of applicationThis Decree is applied to Vietnamese agencies, organizations and citizens, to entities and individuals who reside in Vietnam conducting activities in environmental protection in preparation, review, approval and organization for conducting to strategies, schemes, plans and development projects. In case the provisions of international treaties to which the Socialist Republic of Viet Nam is a Contracting Party, contradict the provisions of this Law, the former shall prevail.
