Decree No. 81/2007/ND-CP

Promulgated by government No. 81/2007/ND-CP dated May 23rd, 2007 regulating professional organizations and departments on environmental protection in state authorities and state enterprises.1.Scope of regulationThis Decree provides guidance on implementation of Law on Environmental Protect passed in 2005 on professional organizations and departments on environmental protection in State authorities and enterprises. 2.Objects of application a. Organizations subject to ministries, ministerial level and government which specialize in environmental protection; b. Organizations and Departments subject to ministerial and ministerial level professional administrative agencies and professional executive bodies specialize in environmental protection; c. Organizations subject to Department of Resources and Environment specialize in environmental protection; d. Divisions subject to Department of Resources and Environment of People’s Committee in District, Commune, Town directly under provincial level specialize in environmental protection; đ. Land survey-construction administrators in commune, ward and town level; e. Organizations and individuals manage duty of environmental protection in the Board of Management of industrial parks, export processing zones, economic zones and other Board of Management; g. Organizations and individuals manage duty of environmental protection in State Companies, State Corporations and State economic Groups. 3.Objects are not subject to applicationa. Consultancy and interdisciplinary organizations have relating responsibility for environment protection; b. State bodies (not including State agencies specialize in environmental protection set forth in Item a, b and c of Section 2 of this Clause); c. Vietnam Environmental Protection Fund, Environmental Protection Fund of ministries, industries and localities; d. Enterprises providing environmental protection services; đ. Non governmental organizations, self governing organizations of residential community conducting services of keeping environmental sanitation and environmental protection as set forth in Clause 116 Law on Environmental Protection.
