(TITC) - On 25th February 2022, the Ministry of Culture, Sports and Tourism issued a Document to the departments of tourism management of localities nationwide about the preparation for reopening tourism from 15th March 2022.

According to the Document, in order to ensure the safe, effective and quality reopening of tourism, the MOCST requests the departments of tourism of provinces/cities shall do the following:
1. Assume the prime responsibility for and coordinate with relevant units in, advising the People’s Committee of the province/city to promulgate plans to open tourism in accordance with the locality on the basis of continuing to implement the Provisional Guidelines of the MOCST about “Adapting safely, flexibly and controlling the COVID-19 pandemic effectively” and guidelines and guiding documents related to reopening tourism; propose solutions to handle risks in the process of reopening tourism; propaganda on the plan to resume tourism activities in a safe and effective manner, in accordance with the regulations on prevention and control of the COVID-19 pandemic.
2. Continue to implement the Domestic Tourism Launch Programme to adapt safely, flexibly and control the COVID-19 pandemic effectively. Support tourism enterprises in the area to invest in improving the quality of tourism services, create new products to meet the needs of tourists post the COVID-19 pandemic. Strengthen the promotion for destinations, link and develop tourism products among localities and businesses, organise events to attract domestic and international tourists.
3. Advise the People’s Committee of the province/city to issue stimulus policies to attract tourists such as reducing ticket prices, offering additional services for tourists. Disseminate and implement policies to reduce fees for granting travel businesses licences, fees for issuing tourist guide cards, reducing deposits for travel service business, and policies to support employees and employers to encourage people to actively participate in the restoration of tourism activities.
4. Coordinate with relevant departments, agencies and sectors to set up an interdisciplinary inspection team to guide and support tourism enterprises in the locality to prepare for the reopening of tourism activities, and at the same time, strictly handle law violating cases.
5. Instruct and guide tourist zones, attractions, tourism and service establishments in the area:
· Actively develop a plan to reopen tourism, including plans to prevent and control the COVID-19 pandemic and handle cases of COVID-19 according to regulations. Continue to strictly comply with regulations of pandemic prevention and control according to the instructions of the Government, the Prime Minister and the Ministry of Health to well control the pandemic.
· Self inspection and review of the quality of technological facilities and services; invest in improvement and upgrading of degraded areas; strengthen and expand technical infrastructure to serve customers, meet requirements according to current conditions and standards.
· Based on the new state and forecast of market demand, actively recruit, train and foster human resources to ensure service quality in time to meet the reopening of tourism.
