In August 1, the Minister of Natural Resources and Environment issued the Circular No. 46/2014/TT-BTNMT regulating the development and promulgation of legal documents under the state jurisdiction of Ministry of Natural Resources and Environment.
The Circular has 4 chapters and 41 articles, regulating the procedures for making proposals, the plan on development of legal documents, drafting, evaluation, issuance, and merging legal documents that are issued, jointly issued or submitted to the competent authority for issuance by the Minister of Natural Resources and Environment.
Legal documents prescribed in this Circular include: Law of Parliament, Ordinance of the Standing Committee of the National Assembly, Resolution of the National Assembly, the National Assembly Standing Committee, the Government's Decree, Joint Decree between the Government and central agencies of political - social organizations, Decision of the Prime Minister, Circular of the Minister, Joint Circular between the Minister of Natural Resources and Environment with other Ministers, the heads of minister - level agencies, Chief Justice of the Supreme People's Court, the Chief Procurator of the Supreme People's Procuracy.
The Circular took effect from September, 16, 2014 and replaced the Decision No. 21/2007/QD-BTNMT of December 10, 2007 of the Minister of Natural Resources and Environment.
