Under an agreement between the Inter-Parliamentary Union General Assembly and the National Assembly of Vietnam, it is expected that the Parliament participants will discuss many important issues to promote joint action to address and solve some global problems.
Vietnam’s proposal related to sustainable development issues which will be presented at the congress will be as follows: Shaping a new mechanism for water management, Promoting the Parliaments’ actions on water. It is expected that the 132nd Inter-Parliamentary Union General Assembly will move toward approving a resolution on this topic.
The discussion sessions on the topic will clarify the existing issues in water management in every country, the status of cooperative mechanism of water management in each region, continent and in the whole world. To that end, innovation, mechanism, policies, legislation in water management in each country will be promote and improved. The cooperation mechanisms and exploitation use and protection water resources across countries worldwide will be enhanced.
Water is a valuable natural resources of mankind and is one of the focal issues of sustainable development. However, under the pressure of economic development and the people’s needs in the world, the risk of depletion of water resources, the shortage of water for domestic use and production have taken place in most countries, continents, including Vietnam.
This risk is increasing in the context of climate change is turning for unfavorable conditions in the field of water. Quality of water resources tends to be degraded due to the impact of uncontrolled development activities. This issue has been threatened the quality of human life and the safety of the global ecosystem. The conflicts in the exploitation and sharing of water resources between sectors, economic sectors, among countries sharing water resources are increasingly serious.
To serve the Vietnam National Assembly delegation contributing ideas and approving a resolution on water management as a national priority for the purposes of sustainable development in the period after 2015, is based on three principles as follows: the right to have safe water and develop integrated approaches to water management and clear focus on wastewater treatment. This workshop will be held to provide an opportunity for Vietnam and international experts and policy makers to assess the situation of the institutional framework and policy on water management in Vietnam, co-operation among countries on water management. It will be an opportunity to share experience on this issue.
The role of parliaments in overcoming the limitations in the water management at national, regional and international levels has been emphasized. For example, mechanisms of transnational and inter-regional and worldwide cooperative mechanisms; the shortcomings of policy and legislation in the water management in Vietnam in order to give out recommendations and solutions to shape a new mechanism for water management.
The ongoing-adopted Resolution on water management will be the ensuring the implementation of human rights on water and sanitation that was approved by the General Assembly of the United Nations in 2010.
