The Government has issued Resolution 18/2015/ND-CP regulating planning on environmental protection and evaluating the environment strategically as well as its effects and environmental protection plans.
Accordingly, environmental protection plans will be devised at national and provincial levels in line with the 2021-2030 socio-economic development plan with a vision to 2040.
The national plan will focus on managing forests’ environment and preserving bio-diversity; the situation of the environment of seas, islands and basins; and preserving natural resources and environment of seas, islands and basins.
The plan will also cover emission and air quality; targets and solutions for planning on development activities producing large quantity of emission; the situation of land pollution and degradation; targets and solutions for preventing land pollution and degradation, recovering polluted and degraded land.
In addition, the national plan will also include the situation of water pollution, targets and solutions to manage sewage and protect water environment.
The provincial plan will be developed in reports which can be separated or integrated in the master plan on socio-economic development. The separated reports should include major contents, which are similar to the national plan, with detailed requirements on geographic location, natural environmental conditions and socio-economic characteristics of the locality.
The integrated reports must also meet similar above requirements, in which resources for planning environmental protection, implementation organization and examination over the planning are included in the master plans on socio-economic development.
The Ministry of Natural Resources and Environment will give detailed directions on the process of building outlines and approving tasks on environmental protection planning.
