Department of Climate Change and non-governmental organizations signed a Memorandum of Understanding

On March 6, in Hanoi, the Department of Climate Change (DCC) under the MONRE cooperates with the International and Vietnamese NGOs Network on Climate Change (VNGO & CC) and the Working Group by the NGOs on Climate Change (CCWG) held a signing ceremony of a Memorandum of Understanding (MoU) on climate change.

According to the MoU, the Parties will strengthen cooperation in order to raise awareness and capacity among agencies on climate change; coordinate information sharing on climate change mitigation projects as well as successful experiences and lessons learned by NGOs at local level; coordinating to promote international cooperation; strengthen discussion, jointly develop projects to respond to climate change in the locality in accordance with the objectives of the parties. Agencies will regularly communicate, discuss cooperation activities, propose new cooperation initiatives, develop and coordinate implementation of agreed contents, prepare periodic reports to evaluate the effectiveness of the cooperation process.

The signing with NGOs has been carried out by the DCC from 2011 to 2014. One of the great successes of this cooperative activity has been launched publications on sustainable livelihoods with climate change, criteria for assessing typical examples of responding to climate change, contribution of civil society organizations into Nationally Determined Contribution (NDC) of Vietnam in 2015, as well as developing Vietnam's views at the big international conferences, etc.

From the previous period’s performance, the Vietnamese government agreed to let the parties continue to sign a new MoU to inherit and promote the achieved results.

Through the cooperation of DCC and two networks, the Government's policies, activities and undertakings have been implemented more quickly to the community. Through feedback, the government agencies also see the limited issues and then, identify how to respond to climate change more reality and closer to the community. At the same time, the NGO side also updated the major orientations and policies of the State to integrate into their action plans.
