Government to issue decree on urban green coverage

The Government is expected to issue a decree on urban greenery management this year as a measure to preserve and develop green coverage in urban areas of the country, said an official of the Construction Ministry.

guyen Hong Tien, deputy director of the ministry’s Administration of Technical Infrastructure, told the seminar that new regulations would allow all enterprises including private ones to develop and manage public parks and trees. He was speaking at a seminar in HCMC on Tuesday to flesh out the draft decree.

“Unlike the current regulations, the invitation for bids for managing and developing public parks will help select competent and experienced units to do better construction and management of public parks and develop more green space in urban areas,” Tien said.

He admitted that the management of public parks in many provinces and cities was inadequate and that many municipal governments even allowed unscheduled construction in parks and that many parks had been transgressed and narrowed by housing projects.

Tien praised the development of green space in urban areas such as Phu My Hung Town in HCMC and Linh Dam Urban Area in Hanoi.

According to the Administration of Technical Infrastructure, most public parks around the country are being managed by affiliates of provincial transport and construction departments.

The forthcoming decree stipulates that investors of new residential projects must develop green space as required by local authorities. It also stipulates stricter sanctions to stop the destruction of public trees and parks.
