Solutions to climate change in Vietnam

As one of the countries being most severely affected, Vietnam considers dealing with climate change as its vital issue. Because of global warming, the sea level rises which causes flooding, salinity, water source and affecting agriculture, causing great risk to industry and economic in the future. Thus, the matter of dealing with climate change in Vietnam must be solved in response to sustainable development, basing on low carbon economy and green growth.

Responding to climate change needs integrated and synchronized solutions, inter-agency, inter-region efforts of the country and the globe. It is necessary to give priority to main points, combining technical and  socio - cultural solutions; combining scientific and  local knowledge.

The main tasks

In the national strategy on climate change by 2050 and vision to 2100, the most urgent task is to map correspondingly to the possibilities of rising sea water, adjust irrigation planning in Mekong delta, Red river delta; deploy solutions of preventing salinity effectively for estuaries so that we can ensure stable economic development.

On the other hand, building systems to monitor climate change and rising sea water with high accuracy in association with geographic information  system and remote sensing system into a disaster risk map, climate risk and rising sea water so that they can help to draw up policies and adaptable actions from Central to Local level.

We should promote the progress of afforestation, reforestation, encourage businesses to invest in economic plantation. By 2020 we strive for establishment, management, protection, development and sustainable use of 16,24 million hectares of land being planned for forestry which increases the forest land to 47%, sustainable and effective managing 8,4 million hectares of production forest, 5,68 million hectares of protective forest and 2,16 million hectares of specialized forest; GDP of forestry sector is about 2-3% of national GDP.

Building completely strategic programs of national energy in medium and long term and special programs for such key industries as coal, oil, renewable energy, nuclear energy.

Modernizing monitoring system and technology of forecasting meteorology is to ensure early warning of extreme climate events and to increase term of forecasting hurricanes, tropical low pressure up to 72 hours, which helps to  reduce loss of life caused by extreme climatic phenomena.

Solutions

In order to adapt to climate change, the first step is to ensure financial resources, especially investing in urgent projects which are deployed with key points to overcome the impacts of climate change. Along with focusing on attracting capital, the international financial institutions that are suitable for projects of responding to climate change should be involved.

Building mechanisms for encouraging and mobilizing organizations, individuals, domestic and foreign enterprises to provide finance in coping with climate change.
