The plan for reopening and recovery of the Capital tourism

(TITC) - On 10th February 2022, the Ha Noi People’s Committee issued the Plan on resuming and promoting tourism activities in Ha Noi Capital with safe, flexible adaptation and effective COVID-19 pandemic control of 2022-2023.

After 2 years facing severe difficulties from the COVID-19 pandemic outbreak, Ha Noi received a rapid drop of number of visitors and only including domestic tourists. In 2021, Ha Noi welcomed only 4 million arrivals (equivalent to 53% of domestic visitor arrivals in 2020 and accomplished 36.3% of the plan). Thereby, the city has set out a plan for gradually recovering, and developing tourism, while effectively performing the task of pandemic prevention and control, and in the act of achieving the city’s socio-economic targets in the years of 2022-2023.

Accordingly, the plan for reopening and recovering Hanoi tourism includes 2 phases. Phase 1 (QI and II of 2022): Organise activities to welcome and serve visitors from provinces and cities across the country in association with safe pandemic prevention and control procedures; Prepare resources and favourable conditions to welcome international tourists following the Government instructions. Tourism activities will be held according to pandemic level regulations of Ha Noi. In the case of pandemic complication, the scale and scope of the activities will be zoomed in.

Phase 2 (from QIII of 2022): in the expectation of fully resuming tourism activities and products in the city, loosen restrictions for all tourism activities in the condition of safe adaptation to the COVID-19 pandemic. Implement the plan to welcome international tourists according to the Government’s agenda, focusing on key tourism markets with high vaccine coverage and well pandemic control.

The City People’s Committee also requires absolute regulations on pandemic prevention and control throughout activities to welcome and serve visitors under the guidance of the Ministry of Health; Ministry of Culture, Sports and Tourism, as well as City People’s Committee.

With this agenda, Ha Noi expects to gradually recover the Capital tourism industry, heading to fully reopen tourism as normal in 2022, striving to welcome and serve from 9 to 10 million arrivals, including 1.2 to 2 million international arrivals. The tourism receipts is estimated to be from VND27.84 - 35.84 trillion; Striving in 2023, Ha Noi will welcome and serve from 12 - 14 million arrivals, including 2.5 - 3.5 million international arrivals. Total tourism receipts as estimated will be from VND42.78-55.78 trillion. 

In order to bring this plan to succeed, the City People’s Committee asked a coherence among the Department of Tourism and authorities to implement various of solutions, such as: implement solutions to ensure safety at destinations and tourist service establishments according to regulations; creating and launching diversified, unique and attractive tourism products, strengthen promotion and advertising activities to attract tourists; digitalisation in tourism field; supporting businesses and human resources development..
