Vietnam MONRE and JICA: strategic partnership

On afternoon July 1st, the Minister of Natural Resources and Environment Nguyen Minh Quang has received Mr. Mutsuya Mori - Chief Representative of Japan International Cooperation Agency (JICA) in Vietnam.

The Minister has recognized and appreciated the tremendous contributions of JICA for the supporting programs and projects for the Ministry of Natural Resources and Environment. Quang also hoped that Mr. Mori, in his new position and JICA will always strive to help Vietnam deal with environmental- and natural resources- related issues.

The Minister said that the close relations between the two governments will be specified in the cooperation memorandum among the Vietnam Ministry of Natural Resources and Environment of Vietnam and the Japanese Ministry of Economy, Trade and Industry, Ministry of the Environment.

JICA is one of the largest donors in Vietnam. With its experience in the field of climate change, the environment and nuclear, Japan will help Vietnam to be more active in coping with challenges in these fields.

Specifically, Vietnam is one of the countries most affected by climate change, particularly in the coastal areas in Central, Red River Delta, the Mekong Delta and the northern mountains. On the other hand, the Mekong Delta also faces the risk of developing hydropower on the Mekong mainstream of both Laos and Cambodia. Therefore, to implement the project studying the impacts of mainstream hydropower on the Mekong River chaired by Vietnam, the Minister asked for assistance from JICA for Support Program to Respond to Climate Change in Vietnam (SP-RCC).

Dealing with the revise of the Vietnam Law on Environment, Mr Mutsuya Mori said that JICA is coordinating donors and expected to bring this content to the forum for policy dialogue at the end of this year to report the Prime Minister. JICA is willing to provide technical support for Vietnam’s projects It is said that Mutsuya Mori involved in in SPRCC Vietnam. He also contributed in the construction of greenhouse gas emission inventory project funded by the Japanese government. To honour the contributions of Mr Mutsuya Mori, the Ministry of Natural Resources and Environment will award a remembrance medal for him on the occasion of the 40th anniversary of diplomatic relations between Vietnam and Japan in 2013.
