On approving the Plan on organization of the implementation of the Kyoto Protocol under the United Nations Framework Convention on Climate Change in the 2007 - 2010 period.
Overall strategy
1. Mobilizing human and financial resources in contributing to implementation of socio-economic development project in period of 2007 - 2010 according to rapid, stable and friendly to environment principles, contributing to implementation of United Nations Framework Convention on Climate Change (Climate Convention), Kyoto Protocol subject to United Nations Framework Convention on Climate Change (KP) and Clean Development Mechanisim (CDM).
2. Utilizing thoroughly rights and interests for developing countries facilitated by Climate Convention and KP.
3. Attracting domestic and foreign investment capital to CDM projects, encouraging technology improvements, receiving and applying high-tech, green tech and modern tech.
4. Contributing to reasonably and effectively manage, exploit, use natural resources, protecting natural resources, environment, cutting down green-house exhaust fume.
Tasks
1. Building and completing legal framework, normative legal act system relating to the Climate Convention, KP and CDM.
2. Propagandizing, improving knowledge, training human resources, completing organization and consolidating infrastructure for implementation of the Climate Convention, KP and CDM.
3. Intensifying activities of basic research, scientific study to implement Climate Convention, KP and CDM.
4. Enhancing effectiveness and international cooperation on Climate Convention, KP and CDM.
5. Holding and organizing activities to implement Climate Convention, KP and CDM in an industry its self aiming at environmental protection and socio-economic development.
