To transition to green growth, Viet Nam needs a lot of resources
Not just a trend – action must be taken!
Green growth is an inevitable trend. Viet Nam is in the process of "catching up" with this trend. Green growth policies are clearly reflected in Decision 1658/QD-TTg dated October 1, 2021 approving the National Strategy on Green Growth Phase period 2021-2030, vision to 2050 promulgated by the Prime Minister.
According to calculations by the Ministry of Planning and Investment and the World Bank, to implement Vietnam's green growth strategy by 2030 is expected to need about 30 billion USD. The state budget can only meet up to about 30% of resources and needs the participation and contribution mainly from the private sector, which is the FDI business community.
Dr. Ta Dinh Thi, Deputy Chairman of the National Assembly's Committee on Science, Technology and Environment commented: "This decade and many decades to come, the trend of global competition will certainly be 'green competition'. The success stories and leading this trend will belong to economies, localities, businesses and people who know how to catch it early, act now and constantly promote green transformation. Enterprises that are slow in green transformation from operating models to production, investment and trade processes will miss many opportunities for cooperation and development”.
According to Mr. Thi, in order to continue to grow rapidly and sustainably in the coming years, Viet Nam must not only call for foreign investment, but must strongly mobilize and converge domestic and foreign resources to develop, as well as quickly convert to a green growth model.
3 advantages of Viet Nam
According to Mr. Nguyen Minh Vu, Permanent Deputy Minister of Foreign Affairs, Viet Nam has three advantages in converting to green energy
Firstly, the determination of the Party and State of the Government in accelerating the economic transformation to a green and sustainable direction. This is not only a general trend of the world but also an urgent need of Viet Nam. Leaders of the Party, State and Government of Vietnam have repeatedly affirmed that our growth is not at all costs, affecting the environment or increasing social inequality, but that we must have sustainable growth, green growth, creative growth, inclusive growth.
Secondly, the awareness of the need for sustainable green growth and recovery of localities, businesses and people has increased greatly in recent years.
Third, green growth is a big and very popular trend in the world. Foreign partners and governments of their countries are also in the process of restructuring their growth models, their cooperation is towards green, sustainable and inclusive.
Many countries do not accept the import of goods that are not produced according to environmentally friendly processes. At the same time, this fact also shows that the green growth trend on the national, regional and global levels has been and will continue to open up many new environmentally friendly fields, goods and services.
This opens up a lot of cooperation opportunities for localities, businesses together with external partners to promote the cooperation process in an inclusive and sustainable direction.
Directions of localities
As the economic "leading" of the country, the center of the Southern Key Economic Zone, aware of the importance of sustainable development and green growth, Mr. Vo Van Hoan, Vice Chairman of the People's Committee of Ho Chi Minh City, said that HCMC has many advantages to achieve the goal. He informed that in the coming time, the city will implement many solutions synchronously.

Ho Chi Minh City also continues to innovate the growth model to develop the city's economy quickly and sustainably on the basis of strong research and application of science, technology and innovation, increasing labor productivity. Implementing the project to develop the city into a regional and international financial center.
In addition, focusing on industrial development in depth, gradually transforming industrial parks and export processing zones using outdated technology into industrial parks and export processing zones applying environmentally friendly high technology, less labor intensive.
Meanwhile, Ms. Cao Xuan Thu Van, Vice Chairman of Bac Lieu Provincial People's Committee, said that if you want green and sustainable growth, you can't forget about education. Accordingly, it is necessary to further strengthen the awareness of future generations about the environment, about the green economy, and why it is necessary to develop sustainably. From this awareness, children and grandchildren will join us in acting more drastically and effectively to protect the environment while ensuring economic development goals.
