On 29 August 2018, in Hanoi, MONRE in cooperation with UNDP and GIZ held a Consultation Workshop on Reviewing and Updating the Viet Nam Technical Report of Intended Nationally Determined Contribution of Viet Nam (INDC). MONRE Vice Minister Le Cong Thanh and UNDP Deputy Country Director Akiko Fujii attended and co-chaired the workshop.

The workshop was participated by First Secretary, Embassy of Germany Jorg Ruger, Director General of MONRE Climate Change Department Tang The Cuong and together with participants who are managers and experts from various ministries, localities, relevant organizations and international partners. The workshop aimed at consulting the participants about the updated technical report, particularly focusing on mitigation and adaptation components. At the same time, the workshop also identified more clearly the Viet Nam‘s contribution, the application of GHGs emission alternatives assessment and co-benefit assessment, etc.
Addressing the workshop, Vice Minister Le Cong Thanh highlighted the Prime Minister assigned task of MONRE, specifically to be leading agency working with ministries and international partners to review and update the Viet Nam INDC. Viet Nam’s INDC includes a mitigation and an adaptation component. The mitigationcomponent includes both unconditional and conditional contributions. The unconditional contributions are measures that will be implemented using domestic resources, while the conditional contributions are measures that could be implemented if new and additional international financial support, technology transfer and capacity building are received. Viet Nam’s INDC identifies the GHG reduction pathway in the 2021-2030 period. With domestic resources GHG emissions will be reduced by 8% by 2030 compared to the Business as Usual scenario (BAU). The Vice Minister affirmed the Viet Nam’s active and proactive action in response to climate change. Having been a developing member country to UNFCCC, Viet Nam is willing to provide clearly and transparently quantitative information on its climate change response efforts.

Speaking at the workshop, UNDP Deputy Country Director Akiko Fujii emphasized the important role of related ministries and sectors, researchers, media, civil society organizations in the process of developing, reviewing and updating the Viet Nam INDC. In the coming time, UNDP will continue cooperating with MONRE and relevant ministries to enhance assessment capacity of the technical report of Viet Nam.

In conclusion, Vice Minister Le Cong Thanh requested the working group to continuously finalize the reviewing and updating INDC for moving to next steps. The updated version of INDC is expected to be completed by 2019. After approved by the Government, the Viet Nam INDC will be submitted to UNFCCC Secretariat by March 2020.
